    • Daily to takeoff due to noise abatement between 2200-2300 through 29 March for aircraft with a maximum take-off weight of 300,000 KGs and above and whose destination is the Far East.

  • (VARIOUS - Sudan) UVair is unable to provide fuel within the Republic of Sudan due to U.S. government sanctions.
  • (DATM) Bordj Mokhtar - UVair supplier Naftal has limited fuel stocks. Uplifts are limited to no more than 25,000 liters so be sure to advise volume and confirm availability in advance.
  • (DGAA) Accra will have no fuel available between 0000-1300 on 21 February due to maintenance on the fueling filtration system.
  • (DNAA) Abuja has no fuel available from UVair supplier Air Total. This issue is expected to clear by the morning of 20 February.
  • (DNMM) Lagos - Fuel is available as normal from MRS Oil Petroleum.
  • (DNPO) Port Harcourt has no fuel available from UVair supplier Air Total.
  • (FACT) Cape Town - Tanker or divert for fueling until UVair supplier Shell can replenish low fuel supplies.
  • (FTTJ) N'Djamena has no fuel available from UVair supplier Air Total.
  • (FYWH) Windhoek - UVair supplier Engen Petroleum is experiencing limited fuel stocks; tanker or divert until supplies can be replenished.
  • (HEGN) Hurghada - Hydrant system is inoperable and undergoing renovation. Fuel is provided by truck; first land-first take-off is in effect until repairs are complete.

  Bahrain
Bahraini police fired tear gas and birdshot at pro-democracy protesters and arrested dozens in clashes that raged through the night and into early Wednesday, the opposition said, as the kingdom marked the first anniversary of a Shiite-led uprising. Meanwhile, the government said it had deported six U.S. citizens for joining the "illegal demonstrations," bringing the number of Americans expelled from Bahrain to eight since the end of last week. Witnesses said the clashes, which took place in Shiite neighborhoods on the outskirts of the capital Manama, left many people wounded, but most received treatment in private homes. Wounded protesters in Bahrain avoid hospitals for fear of arrest or intimidation by the authorities.

  Nigeria
A bomb disposal officer was killed trying to defuse a bomb just minutes after another blast in a flashpoint central Nigeria city, police said Tuesday. The first blast occurred Tuesday morning near a pedestrian bridge in a residential neighborhood in Kaduna, said state police spokesman Aminu Lawan. About 30 minutes later, an officer checking the contents of a plastic bag was killed when the bag exploded. Two others were wounded and taken to a local hospital, Kaduna state police commissioner Bala Nasarawa said. A radical Islamist sect known as Boko Haram claimed responsibility for another series of bomb attacks targeting two major military bases and a highway overpass that wounded an unknown number of people in Kaduna.

  • (VTBD) Bangkok is closed daily from 0001-2359 due to flooding until 29 February.
Low/No Fuel Announcements
  • (ALL - China) Chinese registered aircraft (Example: B-1234) are not able to fuel via UVair (or any reseller) as Chinese suppliers consider them a direct customer. Hong Kong (Ex: B-KAB, B-LCD), Taiwan (Ex: B-12345) or Macau (Ex: B-MEF) are not affected.
  • (VARIOUS - Kazakhstan) Confirm fuel availability in advance. Atyrau (UATG) requires a complete schedule (airport arriving from and departure destination).
  • (OPPS) Peshawar - Arriving aircraft must tanker in sufficient fuel to allow for 30 minutes at holding speeds and other extensive delays caused by high military traffic and other contingencies.
  • (RCSS) Taipei - UVair supplier ChevronTexaco is unable to provide over-wing refueling.
  • (RPLL) Manila - No hydrant refueling is available via UVair supplier ChevronTexaco as the main pipeline supplying the terminal is down. GA refueling via UVair supplier Petron is not affected.
  • (VTBD) Bangkok - Airport has reopened to emergency operators, but UVair supplier ChevronTexaco is unable to provide fuel until the airport re-opens to all traffic.
  • (YPLM) Learmonth - UVair supplier ExxonMobil is unable to provide fuel due to failure of an electronic meter head. Fueling will resume once repairs are complete.
  • (ZMUB) Ulaanbaatar - Mergevan and A-Jet Ltd. have resumed fueling as normal.

  Sri Lanka
Sri Lankan police fired on fishermen protesting a fuel price increase Wednesday, killing one person and wounding four others. Police spokesman Ajith Rohana said tear gas was used to disperse an "unlawful mob," but refused to say whether police fired on the protesters. Thousands of fishermen were walking in a protest march near the fishing town of Chilaw when they clashed with police, who later opened fire, said journalist Jude Samantha. Police tried to block the protesters from entering Chilaw and the protesters started hurling stones, said Samantha. Police used tear gas and then opened fire.

  Thailand
Thai investigators believe they have found a link between this week's bomb blasts in Bangkok and New Delhi, a senior security official said on Wednesday. Two of three botched attacks Israel has blamed on Iran. Iran, whose leaders had threatened to retaliate for Israel's alleged car-bomb assassination of several of its nuclear scientists, denied involvement in the attacks on Monday and Tuesday, including a bomb that failed to explode in the Georgian capital, Tbilisi. Asked whether the explosives used in India and Thailand were the same, a senior Thai security official said they both had the same "magnetic sheets."

  • (VARIOUS - Ukraine) Fuel supplies are limited on all airports; be sure to advise volumes required and confirm availability well in advance. No fuel stored on the airport at Sumy (UKHS); three days' advance notice required to arrange fueling.
  • (EGBB) Birmingham - Blue City Aviation has no fuel available.
  • (EGKK) London-Gatwick - UVair supplier Air Total (via GRS) fuels at hydrant zone of GA area regardless of handler, cannot guarantee fueling at non-hydrant stands 150-158. Commercial operations are top priority and fuel may not be given when asked (even if confirmed). Delays should be expected. Not suitable for tech stops.
  • (UTTT) Tashkent has no fuel available for tech stops. Fuel may be available for itineraries ending at UTTT with prior arrangement.

  Mexico
Mexico's Roman Catholic Church drew fire Tuesday for releasing a set of voting "guidelines" ahead of the July 1 presidential elections. All religious groups in Mexico are banned from engaging in politics or supporting any candidate or party. The guidelines published by the Archdiocese of Mexico on its Web site appear to closely skirt the restriction. But the issue is a sensitive one in Mexico, where harsh anti-clerical laws sparked the 1926-1929 Cristero war, an uprising by Roman Catholic rebels against Mexico's secular government in which tens of thousands died. While loosened in the 1990s, many restrictions on church activities remain. The latest "pastoral guidelines" do not mention any party, saying only that Catholics cannot "choose as a political option those who support or promote false rights or liberties that attack the teachings contained in the Holy Scriptures, tradition, and doctrine of the Church."

Current and former police officers may have committed up to 30 murders during the recent police strike in Brazil's northeastern state of Bahia, law enforcement officials said. Up to 30 people were killed execution-style out of the 180 murdered during violence that hit the state during the 12-day strike, said Arthur Gallas, head of the police department's homicide department. The victims' bodies were found with their hands cuffed or tied behind their backs, he said. All of them had been shot in the head at close range with heavy caliber weapons, such as the rifles that Brazil's police carry.

The Association has denounced the latest White House attempt to impose a per-flight user fee on general aviation. The White House budget also sends a mixed message on two other key issues: funding for a Next Generation ("NextGen") air traffic system and depreciation schedules on business aircraft.

The deadline for Part 135 operators to submit comments on an FAA draft notice that would require inspectors to review Part 135-approved training programs to identify and correct programs that erroneously issued credit for previous training or checking is February 27. The notice also provides guidance on constructing reduced-hour training programs based on previous experience.

TROPICAL
There are two tropical systems at this time. Tropical Cyclone Giovanna is about 450 miles southwest of Antananarivo, Madagascar moving toward the southeast at 12 knots with sustained winds of 55 knots. Tropical Cyclone Thirteen is about 700 miles southeast of Diego Garcia moving toward the west at 10 knots with sustained winds of 50 knots.

VOLCANOES
Etna, Italy has an ash cloud from 11,000 feet to 7,000 feet moving toward the southeast at 30 knots. Sakura-Jima, Kyushu, Japan has an ash cloud from 6,000 feet to the surface moving toward the southeast at 2 knots. Puyehue, Chile has an ash cloud from 9,000 feet to the surface moving toward the southeast at 20 knots.

AFRICA
Thunderstorms are likely over central and south central Africa. Patchy morning fog is likely over portions of the Ivory Coast.

ASIA
Isolated snow showers will be possible across north-central Russia associated with weak low pressure in the area. An area of low pressure east of Kamchatka should produce rain and/or snow showers across the peninsula through the weekend.

SE ASIA/PACIFIC
Haze across northern India will persist over the next few months in the midst of their dry season. A cold front in the western Pacific could produce rain showers across the area. An area of low pressure south of Alaska may produce rain showers across the Aleutian Islands.

AUSTRALIA/SOUTH PACIFIC
A cold front in the central North Atlantic could produce rain showers and thunderstorms across the region. Low pressure east of Greenland could produce rain showers for Iceland over the next few days. A cold front approaching the U.K. and Scandinavia may produce rain showers across the region. A deep area of low pressure over the central Mediterranean Sea could bring rain from southern Italy into western Turkey. Snow can be expected across the Balkans.

ATLANTIC/EUROPE
A cold front in the western North Atlantic could produce rain showers and thunderstorms across the region. Low pressure south of Greenland could produce rain showers for Iceland over the next few days. A cold front approaching the U.K. may produce rain showers across the region. A deep area of low pressure over the central Mediterranean Sea could bring rain from Sicily across southern Italy into western Turkey. Snow can be expected across the Balkans.

NORTH AMERICA
A cold front pushing through the southeast U.S. should produce rain showers and thunderstorms across the region. A cold front pushing through the upper Midwest should produce mainly snow showers from Minnesota to Michigan. A cold front approaching the Pacific Northwest should produce rain over the next few days. An area of low pressure over southern Texas could produce heavy rain across the region through tomorrow.

SOUTH AMERICA
Thunderstorms will continue across the northern South America, mainly during the afternoon hours. A cold front pushing through southern Chile/Argentina will bring rain showers across the region.
