  Israel
In the latest salvo in Israel's simmering cultural war between religious and secular Jews, municipal authorities in Tel Aviv have outraged the religious establishment with a decision to launch bus service on the Jewish Sabbath. The effort, which is likely to be blocked by the government, comes as the country's powerful religious minority faces increasing pressure over what many perceive to be attempts to impose religious tenets on the rest of the country. Recent months have seen a growing uproar over issues, such as the segregation of men and women on buses and sidewalks by ultra-Orthodox Jews and the group's non-participation in the workforce, relying instead on government subsidies.

  Senegal
U.S. citizens are warned that demonstrations are expected to continue in Dakar throughout the week and demonstrations are also likely in other major cities of Senegal. In addition to ongoing calls by the "M23" opposition movement for demonstrations to oppose President Wade's candidacy, the tear gassing of a mosque in Dakar belonging to the Tidjiane brotherhood (the largest Muslim brotherhood in Senegal) has injected a religious element into demonstrations. Protestors have burned tires, blocked major roads, and thrown rocks at passing vehicles. Security forces frequently used tear gas, water cannons, rubber bullets, and acoustical devices to disperse large crowds. Media sources report two people were killed in demonstrations across the country over the weekend.

  • (VABB) Mumbai will be closed daily between 0600-1100 on 25 February and 3, 10, and 17 March.
  • (VTBD) Bangkok is closed daily from 0001-2359 due to flooding until 29 February.
Low/No Fuel Announcements
  • (ALL - China) Chinese registered aircraft (Example: B-1234) are not able to fuel via UVair (or any reseller) as Chinese suppliers consider them a direct customer. Hong Kong (Ex: B-KAB, B-LCD), Taiwan (Ex: B-12345) or Macau (Ex: B-MEF) are not affected.
  • (VARIOUS - Kazakhstan) Confirm fuel availability in advance. Atyrau (UATG) requires a complete schedule (airport arriving from and departure destination).
  • (OPPS) Peshawar - Arriving aircraft must tanker in sufficient fuel to allow for 30 minutes at holding speeds and other extensive delays caused by high military traffic and other contingencies.
  • (RCSS) Taipei - UVair supplier ChevronTexaco is unable to provide over-wing refueling.
  • (RPLL) Manila - No hydrant refueling is available via UVair supplier ChevronTexaco as the main pipeline supplying the terminal is down. GA refueling via UVair supplier Petron is not affected.
  • (VTBD) Bangkok - Airport has reopened to emergency operators, but UVair supplier ChevronTexaco is unable to provide fuel until the airport re-opens to all traffic.
  • (YPLM) Learmonth - UVair supplier ExxonMobil has replaced the meter head and expects calibration to be complete and fueling to resume within the week.

  • (ALL - Italy) Disruptions may occur due to general strike called for 24 February from 0001-2359.
  • (EGSS) London-Stansted - Full runway closures are scheduled for Saturday and Sunday nights from 18 March-2 April as follows:
    • Sunday 18 March from 2359 to 0530 on Monday 19 March.
    • Saturday 24 March from 2359 to 0530 on Sunday 25 March.
    • Sunday 25 March from 0030 to 0530 on Monday 26 March.
    • Saturday 31 March from 2359 to 0500 on Sunday 1 April.
    • Sunday 1 April from 0030 to 0530 on Monday 2 April.
  • (LFOB) Beauvais-Tille - Expect flight delays and disruptions due to strike from 0001-2359 on 22-29 February.
  • (UUWW) Moscow will be closed through 24 March from 0120-0220 daily; from 0430-0630 Mondays-Fridays; and from 0430-0600 on Saturdays.
Low/No Fuel Announcements
  • (VARIOUS - Ukraine) Fuel supplies are limited on all airports; be sure to advise volumes required and confirm availability well in advance. No fuel stored on the airport at Sumy (UKHS); three days' advance notice required to arrange fueling.
  • (EGBB) Birmingham - Blue City Aviation has no fuel available.
  • (EGKK) London-Gatwick - UVair supplier Air Total (via GRS) fuels at hydrant zone of GA area regardless of handler, cannot guarantee fueling at non-hydrant stands 150-158. Commercial operations are top priority and fuel may not be given when asked (even if confirmed). Delays should be expected. Not suitable for tech stops.
  • (EGWU) Northolt - Make alternate fuel arrangements due to airport closure until 0800 on 7 March.
  • (UTTT) Tashkent has no fuel available for tech stops. Fuel may be available for itineraries ending at UTTT with prior arrangement.

  Portugal
Many residents here ignored the government's appeal to work instead of celebrating the traditional Shrove Tuesday carnival celebrations. The government had scrapped the Mardi Gras holiday as part of austerity measures amid the economic crisis. But many companies and public buildings shut down anyway with carnival street parades set to go ahead. Portugal took a $103 billion bailout last year in return for reforms and spending cuts. It was forced to accept help from other European countries and the International Monetary Fund (IMF) after the global financial crisis meant it could no longer afford to finance its debts. The coalition government, headed by Prime Minister Pedro Passos Coelho, was obliged to implement austerity measures and economic reforms as a condition of the bail-out.

  Mexico
Five taxi-drivers were shot dead in the city of Monterrey in northern Mexico. Authorities say the gunmen with assault rifles fired on the drivers as they waited for passengers at a taxi-rank in the mid-morning. The motive for the attack is not known, but it is thought they may have been targeted by criminal gangs who extort money from local businesses. Monterrey is a prosperous industrial city, but in recent years it has become a focus of drug-related violence. The city has become a battleground for the rival Zetas and Gulf drugs cartels fighting for control of smuggling routes into the U.S.

  • (TNCA) Oranjestad will be closed daily between 0400-1100 through 31 December, except for 31 March; 1, 2, 5-9, and 27-30 April; 1-2 May; 6-8, 12, 13, and 15 October.
Low/No Fuel Announcements
  • (VARIOUS - Dominican Republic) UVair supplier ChevronTexaco reports a strike by refinery transportation workers has ceased fuel deliveries to Punta Cana (MDPC); Santiago (MDST); Santo Domingo (MDJB); and El Catey (MDCY). Treat as no fuel until strike clears and supplies can resume at normal levels. UVair supplier Terpel reports no supply issues at this time for Santo Domingo (MDSD) and Puerto Plata (MDPP).
  • (VARIOUS - Trinidad) Strike by refinery workers may affect fuel availability at Port of Spain (TTPP) and Scarborough (TTCP). Be sure to advise volume and confirm availability in advance.
  • (MGGT) Guatemala City - Fuel will be provided on the east and military ramps from 0900-1600 LT with a minimum of 24 hours notice. Outside these hours, or with less than 24 hours notice, fueling will be on the south international ramp.
  • (TKPN) Nevis has no fuel available.
  • (TNCM) St. Maarten - A strike by refinery workers may affect fuel availability through Sol Petroleum (available on the GA ramp), and ChevronTexaco (available to part 135 operators only on the commercial ramp). Be sure to confirm availability in advance.
  • (TNCM) St. Maarten - Effective 1 March, UVair supplier ChevronTexaco (available only to Part 135 operators on the commercial ramp) will provide only Jet A fuel (rather than Jet A-1). Jet A freeze point -40C, JetA-1 freeze point -47C.

  Venezuela
President Hugo Chavez has raised serious doubts about his ability to wage a successful re-election bid, revealing that he needs to return to Cuba to deal with a lesion that is probably malignant. Chavez told Venezuelans on Tuesday that doctors in Cuba had found the lesion in the same place where they removed a cancerous tumor last year. The socialist president hopes to extend his 13 years in power with another six-year term in the Oct. 7 elections.

  Chile
Chile has closed its main border crossing with Peru after torrential rain washed landmines onto the road. Officials did not say how many mines had been displaced by the downpour, but army bomb disposal experts have detonated at least four devices. The closure caused severe congestion at the Arica-Tacna border crossing. Chile planted thousands of anti-tank and anti-personnel mines along its northern border in the 1970s during a period of tension with Peru.

  Colombia
At least three soldiers were killed and 11 others wounded in fighting between army troops and FARC rebels in Colombia's southwestern Cauca province that displaced about 250 people, officials said. Soldiers clashed with Revolutionary Armed Forces of Colombia, or FARC, guerrillas on Monday around the Huellas Indian reservation in a mountainous area near El Palo, a small town located outside the city of Caloto, some 280 miles from Bogota. Five of the wounded soldiers were airlifted to Cali, the capital of neighboring Valle del Cauca province, while the other six were treated at the hospital in Caloto.

President Signs FAA Reauthorization Into Law
Five years of negotiation came to an end as President Barack Obama signed H.R. 658, the FAA Modernization and Reform Act of 2012, into law. The bill keeps the fuel tax at existing levels and does not include user fees and provides $63.4 billion to fund FAA through 2015, including $11 billion toward the FAA's proposed Next Generation air traffic control system.

FCC Rejects LightSquared Network, Protecting GPS
NBAA last week commended the Federal Communications Commission (FCC) for rejecting broadband startup LightSquared's plans for a nationwide wireless network, due to concerns over interference with Global Positioning System (GPS) signals.

VOLCANOES
Etna, Italy has an ash cloud from 11,000 feet to 7,000 feet moving toward the southwest at 15 knots. Tungurahua, Ecuador has an ash cloud from 26,000 feet to 10,000 feet moving toward the west at 20 knots. Puyehue, Chile has an ash cloud from 9,000 feet to the surface moving toward the northeast at 15 knots. Fuego, Guatemala has an ash cloud from 14,000 feet to the surface moving toward the west at 15 knots. Santa Maria, Guatemala has an ash cloud from 11,000 feet to the surface moving toward the southwest at 10 knots.

AFRICA
Thunderstorms are likely over central and south central Africa. Patchy morning fog is likely over portions of the Ivory Coast.

ASIA
Isolated snow showers will be possible across north-central Russia associated with weak low pressure in the area. An area of low pressure east of Kamchatka should produce rain and/or snow showers across the peninsula through the weekend.

SE ASIA/PACIFIC
Haze across northern India will persist over the next few months in the midst of their dry season. A cold front in the western Pacific could produce rain showers across the area. An area of low pressure south of Alaska may produce rain showers across the Aleutian Islands and snow to the higher elevations of southern Alaska.

AUSTRALIA/SOUTH PACIFIC
Mainly afternoon thunderstorms may be possible across northern Australia as the summer monsoon season continues. A cold front approaching New Zealand could produce rain showers across the region over the next few days.

ATLANTIC/EUROPE
A cold front in the western North Atlantic could produce rain showers and thunderstorms across the region. A cold front in the central North Atlantic could produce rain showers and thunderstorms across the region. Low pressure east of Greenland could produce rain showers for Iceland over the next few days. A cold front approaching the U.K. and Scandinavia may produce rain showers across the region. Low pressure in the central Mediterranean could produce rain showers and morning fog over the next few days for Sicily and southern Italy.

NORTH AMERICA
A cold front pushing through the Plains could produce snow from South Dakota to the Great Lakes over the next few days. This same front could produce rain showers from Kansas to the Ohio Valley. An area of low pressure over southeastern Canada could produce snow from Quebec to the Canadian Maritimes.

SOUTH AMERICA
Thunderstorms will continue across northern South America, mainly during the afternoon hours. A cold front pushing through southern Chile/Argentina will bring rain showers across the region. A stationary frontal boundary over southeast Brazil could produce thunderstorms across the region.
